Should there be any changes to the scope of the Day1+ Project, these changes will be referenced on this page including any consequential impacts on the overall project schedule should they occur.

Regulatory Approved Scope

Following consultation with the Market Participants, TSOs and other interested parties over the period January-March 2008, SEMO submitted its proposal to the Regulatory Authorities (RAs) on 14th March 2008 regarding the proposed scope, timeframe and costs of its Market System Development Plan (MSDP) which it intended to deliver through its Day1+ Project.  Following consideration by the RAs SEM Committee and following receipt of clarifications from SEMO, the RAs on 4th April 2008 approved the scope of SEMO’s Day1+ Project as follows:

Day1+ Project Completed

 

SEMO anticipates that it will have completed all essential Day1+ Project activities including Market Test by 12th December 2008.  However, in reviewing SEMO project submission, the SEM Committee highlighted the significant risks associated with deployment of major changes to the Central Market Systems just prior to the Christmas holiday period, in that should unforeseen errors materialise shortly thereafter, there could be a shortage of skilled resources to resolve these over the holiday period. As such, in order to mitigate these risks, SEMO intends to defer the physical deployment of these changes until a later agreed date in January 2009.  SEMO currently considers 16th January 2009 as being an appropriate date for this software release to occur but requires acceptance by Market Participants, TSOs and IA of this proposed timeframe. 

  

Potential Impacts on Market Participants, TSOs and Interconnector Administrator

 

The proposed scope of the SEMO Day1+ Project is likely to have, in the opinion of SEMO, varying degrees of impact on Market Participants, TSOs and IA. As part of the consultation process, SEMO requested all Market Participants, the TSOs and the IA to provide an indication of the likely cost to their organisation to implement each of the proposed groups of logical changes in the Consultation. Based on the responses received and on the RAs determination of project scope, SEMO has assumed that the likely impact will be as follows, although all potentially impacted parties are advised to perform their own individual assessments. Based on the responses provided by the various organisations, those proposed changes within the approved scope which are likely to have an impact on Market Participants are as follows:

  • -LG017 – Inclusion of VAT Number on Settlement Invoices; 

  • -LG002 – Publication of the Required Credit Cover Report; 

  • -LG011 – Maximum Value for Settlement Reallocation Agreements;

  • -LG001 – Ex-Post Loss Of Load Probability Forecast;

  • -Mod_86 – Publication of Shadow Prices;

  • -Mod_87 – Publication of aggregated loss adjusted net demand; and

  • -Mod_20 – Publication of Commercially Sensitive Data – Supplier Volumes (This approved   Modification had been bundled with LG005 in previous documentation).

Based on the response provided by the two TSOs, those proposed changes within the approved scope which are likely to have an impact on the TSOs / IA are as follows:

  • -LG001 – Ex-Post Loss Of Load Probability Forecast;

  • -LG012 – Unique Identification of Data Transactions;

  • -LG013 – Validation of Data for Operational Scheduling; and

  • -LG016 – Validation of SO/IA Data Transactions.

A number of other proposed changes within the approved scope are considered by SEMO to primarily only have an impact on SEMO systems and processes and therefore have no direct impact on other organisations.  These are as follows:

  • -LG010 – SEMO Branding;

  • -LG008 – Screen Based Query of Registration Data;

  • -LG014 – Validation of Registration and Technical Offer Data (LG014 is likely to impact on TSOs Business Process ); and

  • -LG015 – Validation of MI to Settlements Interface.
