SEMO is proposing the establishment of the SEM Design Service (SDS) to manage non Trading and Settlement Code (T&SC) changes and to co-ordinate and administer the overall SEM Design Baseline for each market system release. This document describes the change control process that is to be used for non T&SC changes and identifies the additional roles and responsibilities required for managing these changes.
The SDS is a function that will be managed by SEMO, calling on the expertise of existing resources. The establishment of this function was strongly supported by respondents to the MSDP 2 (2008-10) consultation, which was held in December 2008. The SDS will facilitate a change control forum that will:
Raise and discuss non-Trading and Settlement Code changes; Not interfere with the authority of the Modifications Committee; Manage the SEM Design Baseline and system related documentation. As part of the creation of the SDS a new body called Change Control Board (CCB) is also to be established. The CCB will have the responsibility for reviewing all submitted non Trading and Settlement Code Change Requests for completeness, business impact and business need. The CCB will have the power to approve, reject, request more information or postpone the delivery of non Trading and Settlement Code change requests. The CCB meetings are open to all participants but voting is restricted to the members of the Board itself. Special consideration should be given to the CCB voting rights.
Prior to the establishment of this new Design Service and Change Control Board, SEMO are seeking comments on the proposal contained within this document. Responses should be sent, preferably in electronic form to:

This document contains the Market System Development Plan (MSDP) developed by SEMO for the period from 1st November 2008 to 31st October 2010. The MSDP has been prepared to reflect the proposals of SEMO in relation to development of the Single Electricity Market. The MSDP was publicly consulted upon and approved by the Regulators.
This plan contains five key areas for the development of SEM systems:

Dear Market Participants,
SEMO would like to advise Participants that the cut-off date for Change Requests which are to be considered for the April 2010 release is Friday, July 24th, 2009. SEMO is mindful of the need to ensure that Participants have a facility whereby they may submit non Trading & Settlement Code Change Requests to SEMO and are fully engaged in the process which will determine the scope of the April 2010 release. To facilitate this objective, SEMO proposes to implement the following procedure:
SEMO views this process as a temporary measure to facilitate more engagement with the Industry while a more enduring proposal, such as the proposed SEMO Design Authority, is agreed and implemented.

As communicated previously a release has been scheduled for the 7th July to resolve a small number of defects in the Market Application software. A systems outage will not be required and interfaces with Market Participants will be unaffected.

An updated Emergency Communication Pack has been drafted by SEMO. This will be presented at the next MOUG in Dublin on Tuesday 19/05/2009.
Please note that it will only come into effect on Wednesday 03/06/2009. The official pack will be published on the SEMO website on the previous day (02/06/09).

SEMO has initiated a tender process for the procurement of a new website (SEMO's Enduring Website). The tender will follow the rules of the OJEU Negotiated Procedure process.
The purpose of this project is to consider options for improved operational control of all information and data communicated to external parties via the SEMO corporate website and to investigate improvements to the website that would enhance the experience of users visiting the site. The overall objective is for the website to become a powerful communication tool between the SEMO organisation and its Stakeholders.
Upon completion of the RFP phase, SEMO would require approval from the Regulatory Authorities to proceed with any implementation project for the website.

As part of the role in facilitating increased levels of renewable generation, SONI and EirGrid are involved in a number of international, national and in-house research projects and studies. This forum will give an overview of ongoing and future work and collaborations in the area of Renewables facilitation.

The respective licences of SONI and EirGrid require the licensee to engage in a public consultation process before submitting the MSDP to the Authority and the Commission as a joint response, for approval. In accordance with the direction provided by the regulators SONI and EirGrid are seeking comments on this plan.
