Mod_72_07 Correction of Excessive Credit Cover Requirement Consultation was raised on 12th February 2008 by Airtricity and seeks to revise the Code with regard to the method by which credit cover is calculated, where a Participant has both Generator and Supplier units. The proposed change will ensure that such a Participant will get the full benefit of the value of its Generator output, offsetting its Supplier Unit credit cover requirement. The modification was unanimously recommended for approval by the Modifications Committee at Meeting 11 and the Final recommendation report was sent to the RAs. The RA decision on this matter recommended that further work be done and therefore did not approve the modification. According to this decision, further work to be completed is as follows:
a. The Modifications Committee did not identify the costs of modifying the market systems to implement the change, nor was the scope or costs of such a change considered in the proposed MSDP.(Note: this is currently being looked at by the MO).
b. In the RAs’ opinion, the proposal has not been subjected to the level of consultation that a change of this significance would warrant.
The RA decision is included here. The Modifications Committee therefore wishes to invite all comments or opinions on this Modification. There is a questionnaire provided below for all respondents to fill in. Please forward these to modifications@sem-o.com (note: not to markethelpdesk) by close of business May 13th 2008. These comments shall be collated by the Secretariat and form part of a revised Final recommendation report to be forwarded to the RAs by May 19th 2008.
